Agree in general. Except JQuery - not needed now that no-one cares how IE11 sees the world.

Another option I want to highlight is "build your own framework". So use the bricks and mortar approach but build a simple foundation for devs to build on. this Framework doesn't need to support all technology or use-cases, just your tech and use cases
